Complex Password policy doesn't set under the CP Applet..works fine from MMC

has anyone else come across this?

Standalone W2k Pro computer.
Local Policy is set to ENFORCE STRONG PASSWORDS.

It will restrict blank passwords in the MMC, but if you use the user and
password applet under the control panel it doesn't restrict it.

Any ideas?
