A good password database program on your PC will encrypt the password
database, and won't store the decryption key, deriving it from the
master password you type in with each use instead. It will also not put
decrypted passwords on the hard drive even temporarily.
As for paper getting grabbed, if it's at your home computer it's fairly
safe -- if thieves get in, it'll be more than the paper that goes
missing, and the passwords being compromised will be the least of your
problems. If you need to use it at work/elsewhere, keep it in your
wallet. Be sure to change all the passwords (as well as cancel your
bank/credit cards, etc.) if your wallet is stolen.
