When XP released there were a number of MS writeups
on changes in basic design points, including the default
NTFS permissions on the installation drive. In fact, that
particular one was documented well in advance of the XP
release date and shopped widely to software vendors so
they would have time to adjust.
You may still be able to turn this doc's up somewhere in
the XP section of the MS website.
The best documentation however for that specific matter
is the filesystem NTFS security setting dialog, looking at
the root of the drive (c:\).
