Ad pop up problems

I have an ad pop up problem. I've scanned with Norton, Ad-Aware SE and
Spybot S&D. Numerous problems are identified but nothing seems to work.
There appears to be a ton of files (compressed?) in my Temporary Internet
Folder that I cannot access or even see; but I know they're there. I can't
re-boot in safe mode either, it just doesn't seem to be an available option
after using the F8 key on start up. Any suggestions. My computer is
virtually crippled.
