A) I told you to use google for a reason. Google DBAN and google rootkit.
B) It is NOT possible for a hacker on a computer to survive a reformat. If
the hacker is truely getting back on again, then it's because of something
that's happening later on.
C) Have you done the XP install while you're unplugged?
D) You mention you have a hardware firewall, what brand/type?
E) Are you installing any other programs besides XP that might give this
person a foothold into your system?
IF you install XP disconnected from the internet, AND you have a "hardware"
firewall, there should be NO way a hacker can infect your machine without
you actually running something that gives him control.
