Please clarify MS05-009's Windows Messenger Installation requirement

The http://www.microsoft.com/technet/security/bulletin/MS05-009.mspx article
indicated that the Windows Messenger security update uses Windows Installer
Version 3 for installation. The only MS product that has it is XP2. It
may not be feasible to update to version 3 for an organization before
installing the update. Can the messenger update installed with Installer
Version 2? The command "msiexec.exe /i messenger.msi /qn
REBOOT=ReallySupress" seemed to install fine but I would someone in
Microsoft to confirm that it works the older installer. Thanks.
