DangerousD, I have to wonder about the real reasons why you are running port
scanners and p2p software. Have you tried calling Microsoft support and
asking them why your hacking tools won't work and you can't download free
music and movies anymore? Microsoft offers free tech support for virus
problems, so I guess that would also have to include help with problems
writing and spreading viruses.

XP SP2 has a lot of security improvements that are highly recommended, but
it is a significant change to your system. I assume you had disabled the
ICF / Windows firewall installed by XP SP2... I believe SP2 will enable ICF
by default on a home computer. There's also a firewall log I believe called
pfirewall.log somewhere in the windows directory that you could have checked
to confirm or deny whether the Windows firewall was an issue.

There is also a new feature in XP SP2 that if I understand correctly limits
the number of concurrent outbound connections to 10. I wonder if this is
what you are referring to? I don't believe there is an official method or
setting that lets you disable this. There are unofficial hacks out there
that involve replacing or editing one or more executable files and are
unsupported by Microsoft.

XP SP2 does reportedly break or at least cause problems for some scanners
like nmap. This issue and the fixes for it have been well documented in
www.google.com and at the nmap web site. You might have to search the web
site or discussion forum for whatever programs are troubled.
