Hi,
If you have e.g. Active Directory domain, you can easily do this with e.g.
Microsoft ISA server. You could setup group called e.g. Internet Access and
allow users in this group access to the internet only at certain times
and/or certain pages. You could also have another group called e.g. VIP
Internet Access and members of this group could access internet at all
times...
With additional 3rd party plug-in on ISA you could even check for viruses in
HTTP traffic.
