Internet verification Security

Internet verification Security : In our company we allow everybody to access
the internet for job purposes. Unfortunately the users are abusing of this
service. The question I have is:

I would like to allow for most of the users to go into the Internet during
lunch time (One hour lucj or after work)and allow a few of our users access
24x7. How can I accomplish this? Is there a Microsoft product or third
party software capable of doing this?

Any comments will be very appreciate.
