Reporting Hackers

Tonight someone has twice tried to enter my computer. Luckily my firewall
worked and blocked them. Where do I best report this? I managed to check
where it came from which was as follows:

83.82.84.81 Netherlands
inetnum: 83.80.0.0 - 83.87.255.255
org: ORG-NC5-RIPE
netname: NL-CASEMA-20031128
descr: Provider Local Registry
descr: N.V. Casema

I have been using the internet for several years and this is the first time
this has happened.

Do you think this is anything to do with someone trying to get into my
computer and using my telephone line?
