A Program Installs without permission

I would like to Report a program that installs to my computer without letting
me Click it off at the X, when it comes up on my computer while I am using my
Windows program.
While using my Windows MSPaint, I get a large advertisement prompt that will
not let me click it off at the X, when doing so, it sets itself in my System
Tray and when that is clicked on the whole thing Installs on my computer. The
Cancel Button is faded out while it Installs and when clicking the Ctr + Alt
+ Delete...cannot End Task...Computer Screen freezes and I have to Reboot.
I have taken this program off and all its files off of my computer just
yesterday as it did the same thing.

The program is called SpySpotter and provided by Oemji.com

This is not just a popup, its a program.
I just want Microsoft to know about it, since it is accessing my Windows and
that to me...is not making me feel too secure.

My real point is this: If I click on an X, its suppose to close that prompt
or window...and its vialating my Windows and my preference.
