The inability to install programs due to disabled services is rare.
More than likely the Microsoft Anti Spyware Beta executable is faulty.

I haven't researched this, but, you probably will never be able to install
the Microsoft anti spyware beta download on your windows xp computer
because you have to turn on the Remote Registry service which is off by
default.
