How many NICs in this server? You'll need two, if memory serves me. Run
ipcponfig /all with ICF enabled, if you do have two NICs.

Also, I don't recommend this setup at all. Buy a decent hardware firewall
appliance that can do NAT. Specify its LAN IP in your server's DHCP scope
for the default gateway for all clients. Manually set the default gateway on
your server.
