1a. Run secpol.msc (local security applet).
1b. Look under the Security Settings -> Local policies -> User Rights
Assignment node.

or:

2a. Run gpedit.msc (group policy editor).
2b. Look under the Local Computer Policy -> Computer Configuration ->
Windows Settings -> Security Settings -> Local Policies -> User Rights
Assignment node.

That tells you which account types have each privilege listed. You'll
see:

    <privilege>: <list of account types with that privilege>

Unfortunately there is no reverse list that shows the privileges for
each account type, like showing you the list of privileges for Power
User separately of those for Guest, as in:

    Power User: <list of privileges>
    Guest: <list of privileges>
