Reboot (so nothing remains in memory) and boot using the Windows XP
install CD to use it for formatting your partitions and then delete
them. A bootable floppy with FORMAT and FDISK will also work; find
images to create them at http://www.bootdisk.com.

If you are trying to prevent the FBI, Ontrack, or anyone else that has
very expensive equipment to read the magnetic remants on your drive,
then put it into another host and use Eraser (free) to thoroughly clean
your drive; http://www.heidi.ie/eraser. Formatting is good enough if
you're just trying to sell off your old computer or hard disk.

You could get the ISO image for the UltimateBoot CD
(http://www.ultimatebootcd.com), boot using it, and use one of the disk
cleaning utilities on it.

You could download the diagnostic/setup utilities from the hard disk
manufacturer's web site which often includes an install program or ISO
image to create a bootable floppy so you could use that on a reboot and
use it to format and delete partitions. You need to format first since
you can't do that after you delete the partitions, and deleting
partitions never touches the sectors within that partition (i.e.,
deleting a partition does not get rid of the data on that partition).
