Hi Eric,
I haven't come across such information on Microsoft.
In general you can use a hammer for hammering in a new nail into a wall to
hold a new wireless access point or use this same hammer to break down
neighbor's door while he is not at home.
Same is with administrative tools. They can be used for good or bad.
E.g. I use password cracking tools to perform password auditing from my
customers. With the results that we get we can actually improve the
security. Of course I could use same tool to get administrative privileges
on the network.
I can use password reset tool to help my customer get back into the system
after the old administrator refused to turn in the passwords.
So it is really hard to define what >hacking< tools are. Can CMD be
considered as hacking tool? Can Windows Explorer be considered as hacking
tool? Can ping tool be considered as hacking tool?
I can use all this tools for good and bad... Am I breaking a law if I have
CMD on my PC?
