Windows 2003 Server uses Internet Explorer Enhanced Security Configuration
and it can be disabled for users and or administrators as shown in the link
below, but I would not recommend it. It applies only to Windows 20003
Servers.

XP SP2 does enforce minimum security settings for Web Content Zones. For
instance you can not reduce the internet Web Content Zone below medium or
the restricted zone below high.

Beyond that you would want to check Group Policy and I suggest you use the
Group Policy Management Console and RSOP in logging or planning mode to find
exactly what policies are applying to a computer or user if any. --- Steve
