macros and HTML forms

I have a problem with my account. There are three users on
my computer. All of them have computer administrator
privileges, but one of them has a problem. Errors include:

Internet Explorer-"Security Settings do not allow the
sending of HTML forms."

BTW, this error keeps me from pressing certain buttons and
links.

Microsoft Word-"Macros are disabled."

Sometimes keeps me from pressing any kind of button (save,
open, wordart, etc.)

Please reply. I would really appreciate it.
