Windows Firewall settings error

The menu states the following:

"Windows Firewall settings cannot be displayed because the associated
service is not running. Do you want to start the Windows Firewall/Internet
Connection Sharing (ICS) service?"

I then select the "Yes" option and continue, then recieve another menu:

"Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS)
Service"

Any idea why? I would definetly like to know...
