There are simple tools (e.g. Windows Commander) that will allow you to
change file time and date without modifying system time or date.

(look at the date)...
Time is important factor in active directory domain environment since
Kerberos relies on it. In case where client is a member of domain it will
synchronize its time with domain controller.
Another thing that can be done is access restrictions. Ordinary computer
users can not change system date and time. Make sure that your users don't
have administrative privileges on the computer...
