Bank fraud and "phishing".

An article recently appeared in a London newspaper alerting internet banking
clients to a new and more dangerous form of "phishing". The cure was to
disable something called "Windows Scripting Host"(?) I have found two files
in the System 32 folder which seem implicated: Wscript.exe and Cscript.exe .
How can I disable them (if possible without deleting them completely)? Do I
need to disable both? What, if any, functionality would I lose by doing so?
(I run WinXP Home Edn with no network.)
