IAS error 3 Reason 97

I have an issue with an IAS server which we are using to authenticate Wired
connections. WE are using PAP and MS-CHAP V2. The clients are not
authenticating. The error in the System log is error 3 reason 97. This is
described in KB 883659 but seems to state that this only happens for wireless
access NOT wired. The weird thing is that we have two other IAS server with
identical configs but this one server will not authenticate at all. If anyone
has had experience of this or can shed any light on this I would be grateful.
