There are plenty of firewall and anti-virus software that will run on
Windows server, including for free. www.kerio.com, www.sygate.com and
www.zonealarm.com are free firewalls that probably run on Windows server,
and www.grisoft.com is free anti-virus that probably runs on Windows server.
As for getting NIS to work, I would have to refer you to a Norton discussion
group.
