Hackers stealing accounts?

Recently my hotmail account was stolen. By this I mean that my account has
been entered into on a number of occasions by a person other than myself, my
password has been changed and my secret question and answer have been changed
as well.
I don't want to know how they did it. Quite frankly, at this point, I don't
care. What has got me rattled is that this person (whoever they might be) is
taking control of my electronic life, emailing my personal contacts at will
in the guise of being me, and generally causing a great amount of distress
and dischord in my life; and I want it stopped.
Is there anybody out there who has any idea how to stop this happening??
I'm running an old Internet Explorer system with Windows 98, if that helps.
