Hi

This is default behaviour.
Have a look at:

Certificate Services Tools and Settings

http://www.microsoft.com/resources/documentation/WindowsServ/2003/all/techre
f/en-us/Default.asp?url=/resources/documentation/windowsServ/2003/all/techre
f/en-us/w2k3tr_crtsv_tools.asp

The key in question here is:
DBSessionCount
Registry Path \CertSvc\Configuration\DBSessionCount

Version Windows Server 2003 and Windows 2000 Server

This setting controls the number of concurrent sessions to the certificates
database that can be made. By default, the Windows Server 2003 CA allows
only 20 concurrent sessions to the certificates database, which is
sufficient for most operations. The CA itself can use several connections,
and client enrollment requests or management tools used to view the
database can account for additional sessions

You can customize this key to allow more connections.
