Here is a solution, although it has lots of rough edges.
Type
runas /user:Administrator "C:\Program Files\Internet
Explorer\iexplore.exe C:"
Navigate to the Control Pannel, then to the connection you want.
Right-click, select Properties, and change the TCP/IP parameters.
