    Hi there,

    I somehow figure out the problem and woul like to share the
    information. The bottom line is that all the shortcuts and files
    involed in running an application should also be included in the
    unrestricted list to allow the application to run. For example, in my
    case I clicked on a shortcut on the desktop to run an application but
    in my unrestricted list (see my question) only listed \Program Files,
    where the application is located. Thus, the application is restricted
    from running.

    Hope this will help when somebody encounter similar problem.
