RestrictAnonymous

I modified RestrictAnonymous registry value from 0 to 2 in my DC Win2000
(mixed mode). I rebooted the system but now, when I try to start up:

1. Active Directory Users and Computers
2. Active Directory Sites and Services
3. Active Directory Domains and Trusts

I get the following error:

Naming information cannot be located because:
The server is not operational.
Contact your system administrator to verify that your domain is properly
configured and is currently online.

I tried to reedit the default value in RestrictAnonymous value but this
value is already set to 0 and the error remains.
Could you help me?
