Hi Steve,

It's sort of hard to point to the exact cause of this, but I can say that as
long as you have a good antivirus program and firewall and are up-to-date on
your software and Windows Update patches, you're probably OK. Programs will
always be doing things even while idle. Some phone in to check for updates,
while some don't do anything. Without knowing your exact configuration, it's
hard to venture what would be causing this. Most every program could, and
frankly even with configuration information it would be hard to say. The
modem light is a similar issue - even when idle, my modem light is
constantly flickering, too.

If you still feel insecure, you can try these free online scans:

McAfee FreeScan: http://us.mcafee.com/root/mfs/default.asp
Trend Micro HouseCall: http://housecall.trendmicro.com/
Panda Software ActiveScan: http://www.pandasoftware.com/activescan/
Symantec Security Check: http://www.symantec.com/securitycheck/

In addition to Symantec's scan, I recommend "Shields Up!" to test security,
which can be found here:

http://www.grc.com/

Again, though, I want to make it clear that I doubt anything's wrong here.
What you describe is perfectly normal, but if you'd rather have the
reassurance of a scan, the sites I mentioned are highly recommended. If you
need any help - whether with further questions or interpreting the results
of the above - feel free to post again.

Hope this helps!

Sincerely,
