If your talking about "balloon Tips" you can disable with a registry edit or
more simply use XP power toys. Tweak UI v2.10.0.0
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
In Tweak UI go to "Taskbar & Start Menu" and remove the tick from "enable
tool tips"
