Use [ net user username ] at the command prompt where username is the account logon
name and view the group membership to make sure it is in the administrators group. If
it is check that administrators group has full control ntfs permissions to the drive
[ probably C ], \program files, and \windows folders and that there are no deny
permissions for administrators, user's account, users, or everyone. You may need to
disable simple file sharing to view ntfs permissions as shown in the last link. Go to
folder properties/security to view ntfs permissions. Look in Event Viewer for any
errors or warnings that may provide a clue. Also use gpedit.msc and go to user
configuration\administrative templates\system to see if any programs are listed under
" don't run specified Windows applications". If there are remove the programs and if
none are listed set it to disabled. Also check under computer configuration/Windows
settings/security settings/software restriction policies - additional rules to see if
install.exe is listed there and if it is remove it. In addition go to computer
configuration/administrative templates/Windows installer and make sure that " disable
windows installer " and " prohibit user installs " are not enabled and if undefined
set them to disabled. If none of that helps see the link below on how to reset
defined security settings back to default settings, though there is no guarantee that
it will work. You can copy and paste that long command into a command window if you
