Win9x (any version) does not have "accounts". Users are represented by a
single password file named the same as the username with a "pwl" extension.
To create a "new" one, just type a new username and password at the "Windows
Logon" prompt. It will have you confim the password, then it creates a new
password file with that new username.

There is no real security with this. Win9x (any version) has no "real"
security to speak of.
