Does the same in Firefox.
Must be the use of the # in the a href.. which is where they are trying to
target something on the same page. And something pecular with GMAIL itself.
I would call this interesting, but should be reported to GMail and the owner
of the first page - not Microsoft as an IE bug - because it's not one.
