IE6 not logging me in as Administrator

99% of IE6 works like it should but for some reason I
can't directly access [Tools] \ Internt options, some
kind of error:
" Restrictions
The operation has been cancled due to
restrictions in effect on this computer. Please contact
your system Administrator"
DUH! I AM the computer's Administrator, I am the only one
who uses this computer and is not networked with any
other system (aside from the internet) and lastly
probably because of this 'glitch' I can't change my home
page if I wanted to. Any quick fix soultions? like
