N/M - reread.. I guess it *is* supposed to work..

must contain at least three of the following four
character groups:

English uppercase characters (A through Z)
English lowercase characters (a through z)
Numerals (0 through 9)
Non-alphabetic characters (such as !, $, #, %)

Since it does contain 3 of the 4.. Just always seemed weird as we were
always spouting "mixed case is good" in these things. I guess simplifying
the facts for users perhaps got mangled. hah
