Safe mode will not give a user any more right or permissions but will bypass startup
programs. Booting into safemode with networking will bypass software firewalls which
is bad if you use a software firewall to protect your computer from the internet and
the only viable solution I know of for that is to use a hardware firewall such as one
of the popular nat router devices found at Best Buy, etc from Linksys, Netgear,
Dlink, etc. Also protecting your operating system with a syskey password will not
allow user access to the operating system without the password or floppy, though
that is a more sever measure and could lockout legitimate access such as after a
power outage/glitch. --- Steve
