I think what you will ultimatly need to do is reinstall XP from a bootable version, but this has a minor drawback of losing all of your data.
What you could try is going into the registry and doing a search for Delphi, providing you have no Delphi software you wish to keep I suggest deleting all references to it. After all, how much worse can things get, your pretty much up chocolate creek without a flake.
By the way its start run and regedit or regedt32 (no real difference for this example just personal preference)
