40 bit only - no XP 3DES why?

I am running XP Outlook Express 6..2800.1123.
I have loaded the Certificate/Digital ID for a friend. The certificate was
issued by another PKI CA.

Every time I encrypt for the user it says: "This message is being sent with
40 bit encryption."
Default is set to use 3DES. I read about the limitations with S/MIME V2
users.

I read the fixes for Internet Explorer 6 SP1 Update: Outlook Express Does
Not Use 3DES to Encrypt Mail When the Recipient's Capabilities Are Not Known
with patch q331488.exe . Unfortunately the fix will not apply to later
versions
of XP.

Any advice on how to get XP to force 3DES?

For other users 3DES works fine.
