A puzzlement of new 2003 registry access and Global policy

We changed from a 2000 domain to 2003 domain.
We (Domian admins) could remote access to users registry in 2000 domain, but now when accessing the remote registry of another pc you recieve the error message of "Cannont open HKEY_LOCAL_MACHINE. Error while opening key."
Then if you right click the HKEY LM and chose permissions you recieve a warning explanation: "You do not have permission to view the current permission settings for HKEY LM, but you can make permission settings." When you view the permission settings the domain admin group is by default in the local pc admins group. So all set there.
If you modify the remote registry it will allow you to add a group but says Access denied when applying the addition.
Looked in Global policy and didnt find anything so far. Changed Remote registry service to auto start under computer configuration. No joy.
What changed? Why cant we remote admin the registry anymore?
