I'm not sure I understand what you mean (sorry, English is not my native
language), but I'll try to give more details.

There are several frequent causes for unwanted popup windows, but what
you describe is a common pattern: someone is trying to convince you that
they know a lot about your computer, and that you should do what they
tell you about it. Don't trust any such message. Very likely, much of
the information displayed is either public (e.g. IP address) or was
collected locally and never left your computer (e.g. name of the
laptop). Don't worry too much about it, and DON'T do what you are told
to. Especially, don't buy or download software advertised by such messages.
What you should do is check your security. As Mr Jones suggested, you
should be using a firewall. If you don't, configure or install one.
Other possibilities are: low-security settings for Internet Explorer
(did you lower them?), or spyware installed on your computer (use an
anti-spyware like Ad-aware (http://www.lavasoft.de/)).
It's hard to give a better guess based on the information you gave. If
you give us more details (precise description of the popup window, etc),
it might e possible to give you a better one.

Don't worry too much, but DO check the security of your computer,
starting with the three guidelines stated on MS' website: updates,
antivirus and firewall. (For most users, add an anti-spyware).
