Help with Firewall

I'm getting this also with my firewall (ZoneAlarm).
Sometimes I allow svchost.exe (General Host Process for
Win32 Services), sometimes I don't, and my internet
connection and behavior doesn't seem to change either way.

I would love to get a straight answer on this one!
