cannot receive attachments

Purchased new computer. Using Outlook Express 6.1 for
email. Cannot receive attachments. Help.
Response comes up. OE removed access to the following
unsafe attachments in your mail 3_Doc1.doc

Is there a way I can override the OE and receive the
attachments when I know the sender?
