As far as I could tell, the difference between Windows 98 and 98SE were
the bug fixes and a few superfluous enhancements. The difference is "as
distributed". Once you apply all updates to Windows 98 then you have
Windows 98SE. It is a way of specifying a minimal bug fix level, like
saying Windows NT4 SP-3 is a minimum level (although the latest service
pack for NT4 was SP-6).
