You didn't say what operating system you are using, or which version of IE..

If you are using Win9x, some systems have been known to show this kind of behaviour.

It sounds as if Windows Update is broken.

Go to the Windows Update site and look out for "troubleshooting" links.

It may be that you need to reinstall the core components of Windows Update, but the details depend which version of Windows you are running.
