The only "security" in a 95-based version of Windows is who gets to open a
.pwl file which is a cache file of passwords. If you login successfully,
you get to open and use your <accountname>.pwl file; otherwise, you still
get to load the operating system but you cannot open the .pwl file.

There is NOTHING in a 95-based version of Windows to prevent ANYONE from
logging in but there are probably 3rd party products to add security, like
www.safeboot.com (their Solo version costs $50 though I haven't used it
since I chose to use an NT-based version of Windows).
