Well this is what happens.
In the OU with the users I want to have no password
complexity on, I create a new GPO that contains:
-Computer Configuration
--Windows Settings
---Security Settings
----Account Policies
-----Password Policy
------Password Must Meet Complexity - Disabled.
On that GPO, I have "no override".
When I create a use account in that OU, it still says that
I do not meet password requirments.
