Security Update 823559 Win98

I've got a Win98 PC that keeps coming up that this update (823559) needs to
be installed. I installed it and rebooted the PC but it keeps coming up to
be installed. I went to the microsoft web site and downloaded this update
and installed it manually and it still shows that it needs to be installed.
I verified that this update is showing in Add/Remove programs. How can I
stop this from showing on the Windows update web site?

Any help would be appreciated.......
