budding hacker (the benign kind) so he'll find it a
challenge to overcome whatever I set up.

First of all what do you mean by limit time on the
computer? You mean like have his account log out after a
certain amount of time, etc...? Also what operating sytem
are you using. 98 and below have no security to speak of
so it would be quite hard to secure it. As far as
monitoring what your kid does, well, IE 6 has some content
control features, and there is a plethora of 3RD party
software available, try doing a goole search for what you
are looking for. You can also look at the history in
Internet Explorer by selecting View > Explorer bar >
history.

Now as a side note, the problem with limiting sites if as
you say your kid is a budding computer tech then his
largest resource for information is the internet and any
kind of filtering that you put on can severly limit his
access to knowledge unless you configure the filter really
well. Also if your kid is into computers, I can pretty
much promise that he will be able to find a way around
just about anything you put up. He can go to a forum,
just like you are, and get someone to help him out on it,
he could ask his friends, etc.... Even locking the thing
down super tight, as long as he has physical access, and
enough time it's really not so hard to bypass 3RD party
software and other restrictions.

Anyway, if you are looking for something more in specific
let me know and I'll try to help.
