Help!

Hi all:
I am logged in as COMPUTER ADMINISTRATOR.
In explorer, I click on TOOLS, then INTERNET OPTIONS....
Instead of getting the appropriate menu, I receive this:
"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."
Any suggestions?
