Windows XP Welcome Screen

I operate with Windows XP and use Norton AntiVirus and
Norton Firewall(2004). I am hooked up to an ADSL
internet service. I also have setup a couple User
Accounts on the XP operating system, so when the PC is
turned on the 'Welcome' screen appears waiting for
someone to sign in. What I wanted to know is - When the
PC is booted up and in the 'Welcome' screen, has the
operating system made the network connection to the
internet? AND, if it is connected, would Norton AntiVirus
and Firewall be functioning completely and protecting my
system, even though no one has signed through the Welcome
screen? Thanks!!!
